๐ Updated for FY 2025-26: The Finance Act 2025-26 reduced salary tax rates for middle-income earners. The 600K-1.2M bracket dropped from 5% to 1%, the 1.2M-2.2M bracket from 15% to 11%, and the 2.2M-3.2M bracket from 25% to 23%.
Salary income tax in Pakistan is a direct tax levied by the Federal Board of Revenue (FBR) on the earnings of salaried individuals. Under the Income Tax Ordinance 2001, if more than 75% of your total income comes from salary, you are classified as a salaried person and benefit from lower, preferential tax rates compared to business income earners.
Pakistan follows a progressive tax system, meaning each income bracket is taxed at its own rate โ you only pay the higher rate on the portion of income that falls within that slab, not on your entire income.
The following income tax slabs are effective from July 1, 2025 to June 30, 2026, as notified under the Finance Act 2025-26:

Your employer calculates your estimated annual tax, divides it by 12, and deducts it from your monthly paycheck. This is called withholding tax or tax deduction at source. Your employer deposits this amount to FBR on a monthly basis and provides you with a Form 16 (annual tax certificate) at year-end.

๐ Nisab in 2025 (Gold-based): 7.5 tolas of gold โ Rs. 33,90,000. If your total zakatable wealth exceeds this amount and one lunar year has passed, Zakat is obligatory.
Zakat is one of the Five Pillars of Islam โ an obligatory annual charity paid by every Muslim who possesses wealth above the nisab threshold for a complete lunar year (hawl). It is set at 2.5% of total zakatable wealth and is intended to purify wealth and support those in need.
Nisab is the minimum amount of wealth a Muslim must possess before Zakat becomes obligatory. There are two standards:
Scholars recommend using the silver nisab as it is lower and more inclusive, ensuring Zakat reaches more people. However, many scholars in Pakistan follow the gold nisab for calculating Zakat on mixed wealth including cash.
Zakat is not due on: your home, personal car, furniture, clothing, tools of trade, or debts you owe others (liabilities reduce your zakatable wealth).

Gold prices in Pakistan are determined daily by the Karachi Sarafa Association (Bullion Market), which serves as the benchmark for all other cities including Lahore, Islamabad, Rawalpindi, Peshawar, Quetta, and Multan. Local dealers may charge a small premium of Rs. 200-500 over the Sarafa rate.

๐ Section 154A, FY 2025-26: Freelancers exporting IT services to foreign clients pay a flat withholding tax on gross receipts. PSEB-registered: 0.25% โ Non-registered: 1%. This is a final tax โ no additional income tax is levied on the same income.
Pakistan treats freelance income from foreign clients as IT services export income under the Income Tax Ordinance 2001. This gives freelancers access to a significantly reduced flat withholding tax under Section 154A, rather than being taxed under the standard progressive slabs that salaried employees face.

Important: At least 80% of freelance income must be received in foreign currency through a Pakistani bank, Payoneer (linked to local account), or Wise to qualify for these reduced rates.
The Pakistan Software Export Board (PSEB) is a government body under the Ministry of IT that supports Pakistan's IT and IT-enabled services (ITeS) export industry. When you register with PSEB, you are officially recognized as an IT/ITeS exporter, which qualifies you for the government's preferred 0.25% tax rate on foreign freelance income.
PSEB registration costs only Rs. 1,000 (one-time fee via TechDestination portal) and can save you 75% on your tax bill. For a freelancer earning Rs. 1,000,000 annually, PSEB registration saves Rs. 7,500 per year โ easily justifying the Rs. 1,000 cost.
The National Tax Number (NTN) is your unique taxpayer identification number issued by FBR. For individual Pakistani freelancers, your NTN is automatically linked to your CNIC โ you don't need a separate NTN number. However, you must register on the FBR IRIS portal to activate your tax profile and file annual returns.
Getting your NTN/IRIS registration done is free and takes about 30 minutes online at iris.fbr.gov.pk.

Under Section 65F of the Income Tax Ordinance, qualifying IT export income was fully exempt from income tax. However, this exemption is scheduled to end on June 30, 2026. From July 1, 2026 onwards, the standard Section 154A rates (0.25% for PSEB, 1% for non-registered) will apply to all freelancers. If you are currently benefiting from the Section 65F exemption, now is the time to get PSEB-registered before the exemption expires.
